Ottumwa Man Arrested After Engaging Fights, Six Charges

An Ottumwa man faces six charges after allegedly engaging fights at a gas station and resisting official personnel.

19-year-old Leodan Santa Cruz was charged with interference with official acts, public intoxication, persons under legal age, and three counts of assault on persons in certain occupations.

On August 3 at approximately 6:01 a.m, court records say Santa-Cruz attempted to fight customers in a gas station on North Hancock Street. According to police, Santa Cruz had an odor of alcohol emitting from his breath and he refused to take a Preliminary Breath Test. During arrest, Santa Cruz tensed his body and had to be escorted by two officers. He refused to enter the police vehicle and was further assisted out of the vehicle at the jail.

According to the Wapello County jail staff, Santa-Cruz was being placed in a padded cell by himself and was being physically resisting. Jail staff attempted to remove Santa Cruz’s handcuffs and he slipped his hand free. Court records say Santa Cruz allegedly kicked multiple jail staff individuals and attempted to assault them with his hands.

Santa-Cruz is being held at the Wapello County Jail. He has a $3,000 bond and an initial appearance on August 8.
