On September 15, 2024, Mahaska County police responded to a report of domestic abuse at the 800 block of 8th Ave E in Oskaloosa. Donald Biggs, 68,Oskaloosa, allegedly threw a shoe at his mother, striking her on the face, which resulted in minor swelling and redness. After the assault, he took his mother’s vehicle without consent and fled, despite not having a valid driver’s license. Biggs was arrested and charged with Domestic Abuse Assault (1st offense, serious misdemeanor) and a no-contact order was issued, with a cash bond set at $2,000. He was released on bond on November 1, 2024, awaiting trial.
On October 2, 2025, police were dispatched again to the same residence, where they found Biggs in the garage, violating the no-contact order. He was arrested and charged additional charges, along with contempt for violating the protective order (simple misdemeanor). A pretrial conference is scheduled for October 15, 2025, at 9:15 AM.
