The Iowa Department of Corrections is requesting the public’s assistance in locating an individual who failed to return to a residential correctional facility as required.
Mark Desmond Kelly did not return to the Waterloo Residential Correctional Facility on Monday, April 27, 2026. Kelly is currently serving a sentence out of Black Hawk County for second-degree robbery and first-degree theft.
Kelly is described as a 55-year-old Black male, standing 5 feet 7 inches tall and weighing approximately 209 pounds. He was admitted to the work release program on November 6, 2025.
Law enforcement officials are actively working to locate Kelly. Anyone with information regarding his whereabouts is urged to contact their local law enforcement agency immediately.
