Ottumwa Man Arrested on Third Domestic Assault Charge

A local man has been arrested following a reported domestic assault, in which the victim was physically harmed while trying to leave a residence. Authorities say this marks at least a third domestic-related offense for the suspect, who is now facing felony charges.

On February 5th, at approximately 8:55 p.m., the Ottumwa Police Department responded to a domestic assault call on the 100 block of N. Davis Street.

Court documents state that Troy Osborne, 49, of Ottumwa, is charged with pulling the victim’s hair in an attempt to prevent her from leaving the residence. Officers observed a missing chunk of hair on the victim, consistent with Osborne’s actions.

Court filings also show that Osborne has two prior convictions for domestic assault and abuse, both in Wapello County. Osborne and the victim have reportedly been in a relationship for approximately five years.

Osborne was taken to the Wapello County Jail and is being held on a $10,000 cash-only bond. A no-contact order was issued on February 6th.

A preliminary hearing is scheduled for February 16th. Osborne faces a charge of Domestic Abuse Assault – Third or Subsequent Offense, a Class D felony.
