Ottumwa Man Charged After Alleged Harassment Incident at Smoke Shop

An investigation into an alleged harassment incident at a local business led to the arrest of an Ottumwa man. Authorities say the case involved unwanted contact and alleged threats directed at another individual.

On May 31 at approximately 2:06 p.m., officers with the Ottumwa Police Department were dispatched to the 300 block of North Madison Avenue to investigate a harassment complaint.

According to a criminal complaint, 39-year-old Karfin Richard of Ottumwa entered Pink Clouds Smoke Shop and made personal contact with the victim.

Court records allege that Richard intentionally and without legitimate purpose demanded the victim’s personal property. The complaint further states that he threatened legal repercussions if the victim did not comply with his demands.

Richard was taken into custody and transported to the Wapello County Jail. He was later released.

Richard has been charged with third-degree harassment, a simple misdemeanor.
