Fairfield Man Charged with Assault and Supplying Alcohol to Minor

A Fairfield man is facing two charges following an alleged domestic disturbance on Sunday, May 24th.

Joseph Waugh, 37, of Fairfield has been charged with Supplying Alcohol to a Person Under Legal Age, a serious misdemeanor, and Assault — Insulting or Offensive Contact, a simple misdemeanor.

According to court records, officers responded to a report of a domestic disturbance in Fairfield and made contact with an individual and a juvenile female upon arrival. Both initially told officers the altercation had only been verbal, but physical evidence at the scene — including food smashed on the floor and a phone case in the yard — led officers to continue investigating. According to authorities, officers located four younger juvenile children in an upstairs bedroom with Waugh, who did not open the door until after repeated knocks and announcements.

According to court records, Waugh told officers the altercation had been verbal and that the individual had swung at him first, claiming he only grabbed the individual’s arms to prevent himself from being struck. Upon further investigation, the individual told officers that Waugh had supplied them with alcohol. The individual showed signs of intoxication and medical records confirmed a positive blood alcohol content. The individual told officers Waugh had pushed them and physically assaulted them during the altercation, saying the confrontation escalated following a comment the individual made toward Waugh, according to court documents.

According to authorities, the individual initially did not wish to press charges but later decided to move forward and pursue charges against Waugh. 

Waugh was released without bond. His arraignment is scheduled for June 30th. A no-contact order has been requested in the case.
