An Ottumwa man, Ralph Skinner, has been charged with serious criminal offenses following a court filing on June 3, 2026. According to court documents, Skinner, 55, is accused of engaging in ongoing criminal conduct related to the Ottumwa Education Program.
The documents reveal that Skinner allegedly received proceeds from theft, which is categorized as a specified unlawful activity. Authorities claim these proceeds were intended for use or investment in acquiring an enterprise or property, raising significant concerns about the integrity of the educational program involved.

A warrant was issued for Skinner’s arrest on June 3rd, and he is currently being held in the Wapello County Jail on a $50,000 cash-only bond. As of now, no court proceedings have been scheduled.
