Fairfield Man Arrested on Drug Charges Following Traffic Stop in Burlington

A Fairfield man is facing multiple charges, including a felony, following a traffic stop in Des Moines County early Friday morning, according to a news release from the Des Moines County Sheriff’s Office.

Richard Donald Chambers, 69, of Fairfield was stopped for a moving violation at the intersection of North Roosevelt Avenue and Kirkwood Street in Burlington at approximately 12:21 a.m. on June 5th.

According to court documents, deputies were traveling southbound on North Roosevelt Avenue when they observed Chambers make a left turn from Mt. Pleasant Street onto North Roosevelt Avenue, turning into the far right lane rather than the immediate left lane as required. A traffic stop was initiated as a result.

After Chambers stepped out of the vehicle, he provided consent for a deputy to search his pockets, according to court documents. Deputies located a metal tin in one of his pockets containing two plastic bags — one with suspected methamphetamine and one with suspected methamphetamine residue. A subsequent search of the vehicle turned up a black eyeglasses case containing a glass smoking pipe with suspected methamphetamine residue, a plastic straw with suspected methamphetamine residue, and additional methamphetamine residue inside the case. The suspected methamphetamine found in Chambers’ pocket later field tested positive for the substance, according to court documents.

Court records show Chambers has two prior controlled substance convictions in Jefferson County — a second offense conviction on July 30th, 2015, and a third or subsequent offense conviction on December 3rd, 2018.

Chambers was charged with Possession of a Controlled Substance — Third or Subsequent Offense, a Class D Felony; Possession of Drug Paraphernalia, a simple misdemeanor; and Turning at Intersection Violation, a scheduled violation. He was transported to the Des Moines County Correctional Center.
