Oskaloosa Woman Charged Following Alleged No-Contact Order Violation

Authorities responded to a residence in Oskaloosa after receiving a report of a possible violation involving a civil protection order.

On May 2 at approximately 11:44 a.m., the Oskaloosa Police Department was dispatched to the 600 block of 8th Avenue West in response to a reported violation of a civil protection order.

According to court records, the reporting party, who is listed as the power of attorney for the property owner, told officers that 53-year-old Jessica Cooper of Oskaloosa and the protected party were both present on the property after a 72-hour eviction notice had been signed.

Authorities stated the protected party had been sleeping in Cooper’s camper. The protected party told officers that Cooper had returned to the property earlier to remove the camper and had left a note on it.

Court documents state officers later located Cooper in the 400 block of 8th Avenue West. Cooper reportedly told officers she was on her way to the property to have the camper removed. She also admitted to speaking with the protected party and being at the residence earlier when the reporting party arrived.

Records show Cooper and the protected party are both listed in a valid no-contact order issued March 31, 2026, through Mahaska County. A return of service for the no-contact order was filed on May 2.

Cooper was taken to the Mahaska County Jail and later released. She is charged with violation of a civil protection order, a simple misdemeanor.

A pretrial conference has been scheduled for June 17.
