Authorities are investigating a serious child protection case involving the alleged failure to safeguard multiple dependent minors from long-term harm.
From January 1, 2018 through April 8, 2026, at approximately 12:01 a.m., the Ottumwa Police Department investigated allegations involving the neglect or abandonment of a dependent person.
According to a criminal complaint, Ronda Smith, 49, of Montezuma, is the mother and sole guardian of three daughters.
Court documents allege that Smith allowed all three children to be placed in an unsafe living environment involving an adult male who had regular access to the household. Investigators state that the children were not adequately protected from inappropriate and unlawful conduct that allegedly occurred over a period of years while they were under his care and supervision.
Law enforcement records provide the following timeline regarding the alleged abuse:
- Victim 1 was approximately 8 years old when the alleged abuse began and 15 years old when it ended.
- Victim 2 was approximately 13 years old when the alleged abuse began and 20 years old when it ended.
- Victim 3 was approximately 13 years old when the alleged abuse began and 23 years old when it ended.
Authorities further allege that Smith was made aware of concerns involving the situation several years earlier but did not take sufficient action to remove the children from the environment.
A no-contact order was issued on May 7, and a preliminary hearing is scheduled for May 15.
Smith is currently being held in the Wapello County Jail on a $30,000 cash/surety bond. She is charged with three counts of neglect or abandonment of a dependent person.
