Ongoing Sex offender case in Ottumwa
Authorities in Wapello County are investigating an alleged violation of Iowa’s sex offender registry requirements involving a registered offender who is accused of failing to maintain accurate and up-to-date residential information.
According to a criminal complaint, Alan Lovedy, 64, of Ottumwa, has prior felony convictions including lascivious acts with a child in Van Buren County on September 27, 1991. Court records also show he was later convicted on October 21, 1996, of felony assault with intent to commit sexual abuse and additional counts of lascivious acts with a child.
As a result of these convictions, Lovedy is required to comply with the Iowa Sex Offender Registry, which includes providing accurate and up-to-date personal information to law enforcement, including current residential address. Registered individuals are required to report any change of residence within five business days.
According to Wapello County Sheriff’s Office records, Lovedy reported a new residential address in person on June 6, 2023. However, on January 9, 2025, authorities received a tip indicating he was no longer residing at that address. Deputies responded to the residence but were unable to make contact with him. On January 16, 2025, law enforcement spoke with the property manager, who stated that Lovedy had moved out several months earlier.
Investigators determined that Lovedy failed to update his required registration information, including his current address, as required by law. A warrant was subsequently requested.
The warrant was served on April 22, 2026. Lovedy is currently being held in the Wapello County Jail on a $5,000 cash-only bond. A revocation hearing is scheduled for May 12.
Lovedy is charged with sex offender registry violation, a Class D felony, along with violation of probation.
