The Ottumwa City Council held its first meeting of October on Tuesday night at the newly renovated City Hall. The meeting began with the approval of the consent agenda, which included two parts that were passed without issue.
Administrator’s Report: The council received an update on retail strategies, focusing on potential future recommendations for Ottumwa.
Ordinance Discussions: A significant portion of the meeting was dedicated to discussing amendments to the municipal code. The council reviewed updates to parking and traffic regulations, particularly in and around downtown Ottumwa and near Ottumwa High School. Changes requested by the school district aim to improve parking and traffic circulation, while modifications in the downtown area reflect feedback from local businesses and their customers. City staff have reviewed these updates and expressed their support.
Brown Water Booster Pump Rehabilitation: The council approved a quote of $34,150 from Linder Electric for the rehabilitation of the Brown Water Booster Pump. This pump is essential for pumping wastewater at various locations around the Water Pollution Control Facility (WPCF) and will utilize common parts and software to enhance efficiency.
Bridge View Center Roofing Project: The council awarded a contract for the Bridge View Center roofing project to Encore Roofing of Pella for $733,000. All necessary documentation, including bonds and certificates of insurance, has been filed with the city clerk.
Downtown Revitalization Grant: The council also discussed a Downtown Revitalization Grant for Tiki X, a proposed themed bar and lounge located at 317 E. Main Street. The applicant has already made substantial private investments to stabilize and upgrade the historic building. They are seeking a grant of $24,358.48 to support equipment purchases that will expand offerings beyond beverages to include a creative food program. Although the grant program does not have an approved budget for this fiscal year, sufficient funds are available from the downtown development fund, and the approval of this request will require a budget amendment. After Council checked into this they do have the grants and it was approved.
Community Event Announcement: To conclude the meeting, the Greater Ottumwa Partners in Progress announced plans for a new community event to replace the popular Holiday Nights and Lights. The upcoming event will feature an ice rink, vendor market, and various activities for children. The city, along with local businesses and community members, has been invited to help sponsor this exciting initiative.
