Bossou Finishes First in City Council Primary, Reid Second

The field of four Ottumwa City Council candidates was narrowed to two after Tuesday’s Primary Election.

Current city council member Cyan Bossou earned the most votes of all the candidates with 259 votes. Dan Reid was in second place with 201 votes. Kevin Sylvester and Mitch Niner earned 168 and 100 votes respectively.

According to the Wapello County Auditor, a total of 733 ballots were cast in the primary.

Bossou and Reid will advance to the Special Election that will be held on September 10. The winner will take the council seat that was originally vacated by Sandra Pope who stepped down last December. The term will expire at the end of 2025.

The public will also decide whether to continue the city’s Local Option Sales and Services Tax (LOSST). The agreement, which will not change if approved, gives the City of Ottumwa 1 percent of the sales tax from all goods and services purchased in the city. In a press release, the city estimated it will receive $4.5 million of LOSST funds for the 2025 fiscal year.
