The Ottumwa Police Department says officers arrested an Ottumwa man twice within five hours.
44-year-old PJ Joseph was charged with Assault, Interference with Official Acts, and Public Intoxication.
On July 11 at 1:19 p.m, court records say the victim and her friend were walking on Church Street and Joseph approached them. The victim told authorities Joseph was attempting to speak to her but it was inaudible so the two walked away. Authorities say Joseph kissed the victims hand which made her very uncomfortable and fearful of Joseph. Joseph proceeded to follow the victim and her friend to McDonalds.
Ottumwa Police made contact with Joseph, he had a strong odor of alcohol, blood shot watery eyes, couldn’t enunciate words, and poor balance.
During the investigation, Joseph tried to walk away from them. Officers told him to sit back and he was not free to leave. According to court records, Joseph pushed an officer in the chest.
Joseph was charged with Public Intoxication.
On July 11 at 6:05 p.m, Joseph was walking on the sidewalk outside of Yes Way on 200 West Main Street. Officers say he consented to a preliminary breath test. His BAC was 0.127%.
Joseph was taken to the Wapello County Jail. He was released and has an initial appearance on July 12.
