OPD: Man Attempted to Break into Apartment

An Ottumwa man is accused of trying to break into an occupied apartment last week.

Josias Jean, 27, has been charged with second-degree attempted burglary, a Class D felony.

At 12:25 AM on May 11, court records say Jean kicked the victim’s front door numerous times while attempting to gain entry into an apartment on Bonita Avenue. Jean’s actions were captured on video surveillance.

Ottumwa police say Jean’s intentions were to commit an assault, theft, or felony as he admitted to being angry with the victim and stated she owed him $1,000.

Jean was arrested and transported to the Wapello County Jail. His bail has been set at $5,000. Jean has been ordered not to have any contact with the victim.

This is precisely why the immediate neighborhood was against these apartments being built, let alone their being given a Hugh tax break while neighborhood properties have received large increases in property valuations. UGH!
