The Pekin Community School District has announced it will begin circulating a petition in the coming weeks related to proposed facility improvement projects across the district, according to a social media post from the district.
Superintendent Dave Harper said the projects were identified through facility assessments, staff input, community feedback, and board discussions. The priorities include safety and security improvements, HVAC upgrades, updated learning spaces, and long-term infrastructure needs.
Harper emphasized that signing the petition does not approve the project. “It simply allows the proposal to move forward for community consideration and a public vote,” he said.
Proposed Projects
The improvements are focused on four areas. At the elementary level, the district is looking at replacing an outdated and inefficient HVAC system to improve air quality, comfort, and energy efficiency, as well as adding permanent classroom walls to improve safety, reduce noise, and create better learning environments.
At the high school level, the district is proposing secure entrances with controlled entry points to improve student safety and align with best practices statewide.
Aging windows and doors would also be replaced to improve security, energy efficiency, and building durability.
Funding and Tax Impact
The proposal is structured with 30 percent of the cost — approximately $4 million — funded by the district, and 70 percent — approximately $9.2 million — funded by the community. The proposal would extend the existing General Obligation Bond with a $0.40 increase to the existing property tax rate.
Construction would be phased to minimize disruption to students and staff, with final timelines depending on contractor availability and board approval.
