An Ottumwa man arrested in late 2021 during a traffic stop in Wapello County is now facing ongoing court proceedings tied to drug possession and alleged violations of a protective order.
According to court records, on December 1, 2021, at around 6:50 p.m., Floyd Carrere, 56, was a passenger in a vehicle stopped in the 500 block of W. 2nd Street in Ottumwa. During the stop, law enforcement conducted an open-air K9 sniff around the vehicle, and the dog alerted to the presence of drugs.
A subsequent search reportedly led officers to discover a small baggie in Carrere’s pocket containing a crystal-like substance consistent with methamphetamine. Another baggie with a similar substance was allegedly found in close proximity to where he was seated.
Court documents indicate Carrere has prior controlled substance convictions spanning from 1994 through 2018.
Following the discovery, he was arrested and booked into the Wapello County Jail.
The case later expanded after jail communications were flagged on December 2, 2021. At approximately 10:37 a.m., the Ottumwa Police Department reported that the alleged victim received two communications from the jail—one text message and one voicemail. Authorities confirmed that Carrere was incarcerated at the time, and that the messages were linked to calls placed from the facility.
Officials also noted that a valid restraining order was already in place, prohibiting any contact between Carrere and the victim.
After several attempts to serve warrants, Carrere was reportedly served on April 23. That same day, a pretrial conference was scheduled, and a new no-contact order was issued.
Carrere remains in custody at the Wapello County Jail on a $300 cash/surety bond.
He is currently charged with contempt for violating a no-contact/protective order, along with additional contempt of court allegations.
