Ottumwa Man Charged After Dogs Found Running at Large

An Ottumwa resident is facing a simple misdemeanor charge after authorities say two dogs were found running loose on public property in violation of city code.

On April 24 at approximately 8:30 a.m., the Ottumwa Police Department responded to the 300 block of North Forrest Avenue regarding reports of dogs running at large.

According to a criminal complaint, Chad Cram, 54, of Ottumwa, allegedly allowed his two dogs to run at large while he was not home to keep them under control.

Court documents state a neighbor and responding authorities witnessed the dogs running loose on public property, which is a violation of city code.

Cram was taken to the Wapello County Jail and later released after being cited.

A preliminary hearing has been scheduled for May 8.

Cram is charged with restraint of animals — first offense, a simple misdemeanor.
