Police conducted a traffic stop after clocking a vehicle traveling well above the posted speed limit and reported signs of driver impairment. Authorities say the investigation led to an arrest and multiple drug-related charges.
On February 10 at approximately 8:21 p.m., the Knoxville Police Department was operating stationary radar near the intersection of West Pleasant Street and Graceland Drive when officers observed a blue Subaru traveling westbound at a speed above the posted 35-mph limit.
According to police reports, radar confirmed the vehicle was traveling 52 mph. Officers conducted a traffic stop and identified the driver as Emerald Monk, 19, of Runnels.
Law enforcement noted Monk displayed slow physical and emotional responses, along with bloodshot eyes. She admitted to having marijuana in the vehicle and stated she had smoked marijuana prior to driving.
Court documents state Monk participated in standardized field sobriety testing and showed signs of impairment. A preliminary breath test indicated a result of .000 BrAC, and additional sobriety evaluations also suggested impairment.
Monk was arrested and transported to the Marion County Jail, where she is currently being held. Authorities reported she consented to chemical testing, which has been submitted to the Iowa Division of Criminal Investigation for analysis.
During a search of the vehicle, officers reportedly located approximately 2.5 grams of a green leafy substance consistent with marijuana, as well as a small smoking device containing burnt residue.
Bond was set at $2,000 and posted on February 11. A preliminary hearing is scheduled for February 20.
Monk faces the following charges:
- Operating While Intoxicated – 1st Offense (Serious Misdemeanor)
- Possession of a Controlled Substance – Marijuana, 1st Offense (Serious Misdemeanor)
- Possession of Drug Paraphernalia (Simple Misdemeanor)
