Ottumwa Police Arrest Local Man for Public Intoxication

Police responded to a report of a public disturbance in downtown Ottumwa in the early hours, leading to an arrest for public intoxication.

On December 22, at approximately 1:45 a.m., the Ottumwa Police Department responded to a report of a disturbance at the intersection of E. Main Street and S. Cherry Street. Officials were informed that Junior Hartman, 21, of Ottumwa, was yelling and causing a public disturbance.

Upon making contact with Hartman, officers observed several signs of intoxication. He had difficulty maintaining his balance, emitted the odor of alcohol, and had bloodshot, watery eyes. Hartman was also unable to answer basic questions, including his name and date of birth.

Hartman consented to a Preliminary Breath Test (PBT), which recorded a blood alcohol concentration (BAC) of .211. He was subsequently arrested and transported to the Wapello County Jail, where he was later released.

An initial court appearance was held on December 23, and a continuance was ordered. A Chuukese interpreter has been requested to assist in future proceedings.

Hartman faces a charge of public intoxication, classified as a simple misdemeanor.
