A 48-year-old woman, Amber Winn, was arrested Wednesday evening following a domestic assault incident in the 1100 block of N. Wapello St. According to reports from the Ottumwa Police Department, the situation escalated when Winn intentionally pushed over the victim’s moped, causing damage estimated at less than $300. This act sparked a heated argument, during which Winn struck the victim, prompting the victim to call 911.
Officers arrived at the scene and attempted to place Winn under arrest for a separate charge. However, she reportedly resisted, refusing to follow commands and attempting to flee back into the residence. Court documents reveal that when officers tried to detain her, she resisted further by refusing to put her hands behind her back.
Upon being transported to the Wapello County Jail, Winn continued to impede the officers’ efforts, refusing to walk inside and requiring them to carry her into the facility. During this struggle, she allegedly kicked one officer in the groin, leading to additional charges.
Winn, who reportedly resides part-time at the victim’s home, is now facing multiple charges, including Assault on Persons in Certain Occupations (an aggravated misdemeanor), Interference with Official Acts (a simple misdemeanor), Domestic Abuse Assault (1st offense), and Criminal Mischief in the 5th degree (a simple misdemeanor). She is currently being held in the Wapello County Jail awaiting further proceedings.
