On Wednesday, August 13, 2025, the Oskaloosa Police Department investigated a report of sexual abuse. Following the investigation, officers arrested Justin Spencer, 41, of Oskaloosa, at his residence.
According to court documents, Spencer engaged in sexual contact with a minor dating back to 2019, occurring on an almost daily basis. Authorities state that Spencer admitted to having inappropriate contact with the victim.
Spencer is being held in the Mahaska County Jail on two counts of Sexual Abuse in the Second Degree (Class B Felony). A no-contact order has been issued in the case.
A preliminary hearing is scheduled for August 22 at 11:45 a.m., and a bond review hearing is set for August 29 at 1:30 p.m.
