Knoxville Police were called to an area near the Knoxville Raceway, where they found 63-year-old Norman Elscott with facial injuries. According to court documents, Elscott told officers he had crashed his scooter and struck his face on the road.
Elscott admitted to consuming six beers prior to the incident. He refused transport to the hospital. Officers noted signs of intoxication, and Elscott was arrested and taken to the Marion County Jail.
At the jail, Elscott submitted a breath sample that registered a preliminary breath test (PBT) result of .102. He was charged with Public Intoxication, a simple misdemeanor.
Court records show Elscott entered a voluntary guilty plea and was fined $150.
