Indianola Police Lieutenant Arrested for Stalking, Placed on Unpaid Leave

A longtime Indianola police officer has been arrested and charged with stalking following a months-long investigation led by the Carlisle Police Department.

43-year-old Lieutenant Justin Keller is accused of repeatedly surveilling and approaching a victim’s home and property since December 2024. Several neighbors reported seeing Keller driving around the victim’s residence on multiple occasions.

The situation escalated on Sunday, April 13, when Indianola officers were dispatched to a home on North 9th Street in response to a harassment complaint. The suspect was identified as Lieutenant Keller. Due to his position within the department, the Carlisle Police Department was immediately brought in to handle the investigation.

Later that same evening, around 9:16 p.m., Indianola officers were again called to the residence—this time for a report of a person in the backyard. Officers located Keller nearby and detained him. Investigators allege that Keller had unlawfully entered the victim’s home earlier that day.

Following the investigation, Carlisle Police determined that Keller had engaged in a sustained course of conduct that caused the victim to feel fear, intimidation, and harassment. Keller was arrested on a single count of stalking, classified as an aggravated misdemeanor, and was transported to the Warren County Jail.

According to the City of Indianola’s website, Keller has served with the department since 2005 and currently holds the rank of Lieutenant. He has since been placed on unpaid administrative leave, pending the outcome of both the criminal investigation and an internal review.

“These are serious allegations that the Indianola Police Department and the City of Indianola do not take lightly,” the city said in a statement. “Due to city policies related to personnel matters, we are unable to comment further at this time.”
