OPD: Man Found Sleeping on Sidewalk with Drugs, Other Materials in His Possession

An Ottumwa man was arrested after police allegedly found him passed out on a sidewalk with drugs in his possession.

35-year-old Blaine Hill was charged with possession with intent to distribute methamphetamine (Class B felony), failure to affix drug stamp (Class D felony), public intoxication (simple misdemeanor), and possession of drug paraphernalia (simple misdemeanor).

On November 18 at 2:18 AM, court records say officers from the Ottumwa Police Department found Hill sleeping on a sidewalk near the intersection of Main Street and Walnut Street. Hill allegedly displayed slurred speech, alcohol emitting from his breath, and trouble balancing. Authorities say his BrAC was 0.79.

Hill was searched and law enforcement found three clear plastic bags containing methamphetamine which weighed 72.2 grams, according to court documents. Hill was also allegedly in possession of a scale and a straw with a white crystalline substance on them.

Hill was taken into custody and transported to the Wapello County Jail. His bail has been set at $25,000.
