An Illinois man is accused of having sexual contact with a minor.
23-year-old Thomas Kozie of Oak Park, Illinois has been charged with third-degree sexual abuse, a Class C felony.
Court records say on October 2, Kozie performed a sex act with a 15-year-old girl. The incident occurred at a residence on North Fellows Avenue in Ottumwa.
Kozie was arrested and transported to the Wapello County Jail. His bond has been set at $10,000.
Kozie has been ordered not to have any contact with the victim.
