Ottumwa Man Charged With Sex Offender Registry Violation

An Ottumwa man has been arrested on an outstanding warrant after authorities say he violated Iowa’s sex offender registration requirements.

An arrest warrant has been served on Mark Stocks, 32, of Ottumwa, by the Ottumwa Police Department. Served on July 8th.

According to court documents, Stocks is required to register as a sex offender following a December 31, 2024, conviction in Wapello County for enticing a minor.

A criminal complaint states that on June 11, 2026, Stocks was living at the Ottumwa Residential Facility. He signed out to look for work but failed to return as required.

Court records indicate a warrant was requested on June 12, 2026, after authorities determined Stocks had not updated his information with the Iowa Sex Offender Registry, as required by law.

Stocks was taken to the Wapello County Jail, where he is being held on a $2,000 cash or surety bond.

He is charged with first-offense sex offender registration violation, an aggravated misdemeanor.
