Ottumwa Man Charged with Public Intoxication and Interference

An Ottumwa man is facing misdemeanor charges after police responded to a report of an intoxicated individual.

According to court records, officers with the Ottumwa Police Department were dispatched to the 220 block of Roemer Avenue at approximately 3:09 p.m. for a report of a public intoxication.

Authorities allege that 65-year-old Timothy Hembree of Ottumwa was observed in a public place with bloodshot eyes and a strong odor of an alcoholic beverage on his breath. Court documents state that Hembree admitted to consuming alcohol and consented to a preliminary breath test, which reportedly registered above a .08% blood alcohol concentration.

According to the criminal complaint, Hembree sat on the ground and refused to comply with officers’ attempts to perform their duties. Court records further allege that he tensed his body and refused to get into a patrol vehicle, then continued resisting efforts by officers to transport him to jail.

Police say Hembree’s actions were intended to prevent officers from carrying out their lawful duties.

Hembree was arrested and transported to the Wapello County Jail. He was later released on an Order of Disposition.

He is charged with Public Intoxication, a simple misdemeanor, and Interference with Official Acts, also a simple misdemeanor.
