Wapello County voters will have the opportunity to consider a proposed $45 million Jail Expansion and Renovations Bond Referendum on the November 3, 2026, general election ballot.
According to information provided by Wapello County, the proposal would increase the jail’s total bed count from 216 to 316 beds. The project would also include renovations to the jail’s kitchen, laundry and other support areas, along with site modifications, a new roof and a new security system.
County officials say the information being provided is intended to help residents understand the proposed project, its potential impacts and the financial considerations involved.
Jail Capacity and Housing Costs
The county says inmate classification requirements—including gender, medical or mental health needs and other factors—can affect the jail’s usable capacity. Because of classification and overcrowding requirements, some inmates may need to be housed in other counties at taxpayer expense.
In 2025, the jail’s average daily population was 137 inmates, with a peak monthly average of 151.
From June 2025 through May 2026, Wapello County spent approximately $719,385 to house inmates in other counties, according to the county information. That figure does not include staff time, fuel or vehicle expenses associated with transporting inmates.
The county also reports that the inmate population has increased 57.8% since 2015. Officials note that recent changes to Iowa law could also affect future jail populations, although the impact is not yet known.
Estimated Tax Impact
The proposed bond would be repaid over 20 years.
Wapello County’s example estimates that a home with an assessed value of $100,000, and a net taxable value of approximately $44,554.56, would see an estimated tax increase of $99.76 per year, or approximately $8.31 per month.
The county says residents can learn more about the proposed project, tax impact and voting information through its public information materials.
Several public forums are also scheduled throughout October, including events at the Agency Community Center, Bladensburg Elementary School, Eddyville High School, Elks Lodge, Wapello County Courthouse and Wapello County Courthouse.

Voters will make the final decision on the proposed bond referendum on November 3, 2026.
