Police: Ottumwa Woman Found Drunk & Asleep on Ground

An Ottumwa woman was arrested after police found her sleeping in a public place while intoxicated, leaving two children without an adequate guardian, according to authorities.

Iopipi Otto, 33, was charged with child endangerment, an aggravated misdemeanor, and public intoxication, a simple misdemeanor.

On August 23rd at 9:45 AM, officers allegedly found Otto sleeping on the ground outside of a closed business around the intersection of Madison Avenue and Wabash Avenue. Police say Otto displayed bloodshot, watery eyes, and the odor of alcohol emanating from her person. Additionally, Otto is accused of possessing a spilled cup of an alcoholic beverage as well as an open container.

Court records say Otto was intoxicated and agreed to a breath test which found her blood alcohol content to be 0.200%, over the legal limit of 0.08%.

According to court documents, Otto is the mother and has sole custody of two children, ages 3 and 6. The criminal complaint did not detail the children’s exact location at the time of Otto’s arrest.

Otto was transported to the Wapello County Jail where she being held without bond pending a hearing with a magistrate judge.
