Knoxville Man Faces Charge Involving Minor

A Knoxville man has been arrested following an investigation by the Ottumwa Police Department involving inappropriate electronic communications with a child.

According to court documents, officers began investigating the case on July 5 at approximately 1:26 a.m. after receiving a report about messages sent through a mobile application.

Authorities allege that Richard Wilson, 56, of Knoxville, sent an inappropriate video to an 11-year-old girl using Snapchat. Investigators say the video contained obscene material that should not be shared with a minor.

Wilson was arrested and is currently being held in the Wapello County Jail on a $10,000 cash/surety bond.

He is charged with Telephone Dissemination of Obscene Material to a Minor – First Offense, an aggravated misdemeanor.

A no-contact order was issued on July 7. His preliminary hearing is scheduled for July 16.

The criminal charge is an allegation, and Wilson is presumed innocent unless and until proven guilty in court.
