Historic Hills Scenic Byway Celebrates the Legacy of Councilwoman Judy Combs

The Historic Hills Scenic Byway bids a fond farewell to councilwoman Judy Combs, who stepped down from the Byway Council this month after decades of dedicated service to regional tourism and historic preservation.

Combs has been instrumental in promoting tourism in Davis County and helping shape the vision and growth of the Historic Hills Scenic Byway. Her leadership has left a lasting impact on communities across southeastern Iowa.

Initially known as the Woodlands Scenic Byway, the route was one of four original byways designated by the Iowa Department of Transportation in 1993. The original 85-mile route stretched from Blakesburg to Donnellson. In 2006, the route was extended to Moravia and renamed the Historic Hills Scenic Byway. At this time, Pathfinders Resource Conservation and Development contracted with the Iowa Department of Transportation to hire a coordinator, and Combs became a contributing member of the newly formed council, which oversaw Byway projects. Under her guidance, the route was again extended to Honey Creek Resort at Rathbun Lake in 2018.

Reflecting on the Byway accomplishments she is most proud of, Combs said it is, “Helping organize fundraising events that brought people together while showcasing our local communities.”

One of the first major fundraising efforts for the newly renamed Historic Hills Scenic Byway was the Mile Long Dinner held in Bloomfield. The event reflected the welcoming spirit of southeastern Iowa and its appreciation for simple traditions that bring people together.

Throughout her years of service, Combs combined her knowledge of history with her creativity, analytical thinking, and long-term vision for the region. Among her greatest accomplishments was the launch of what has become one of the Byway’s signature initiatives.

“My greatest personal accomplishment was working with Davis County Tourism and Pathfinders to create the first interpretive sign at the National Historic Landmark James B. Weaver Home. That sign became the prototype for the interpretive signage initiative.”

Combs’ vision for making history available has come to fruition, just as she steps down from the council. She has worked closely with Historic Hills Scenic Byway Coordinator Christina Hedstrom, to expand the project. Combs’ vision that started with a single panel has inspired 30 more to be created over the years. Interpretive panels are now located in every community along the Historic Hills Scenic Byway, creating opportunities for visitors to discover the region and helping communities share their unique stories.
For Combs, watching communities embrace regional cooperation has been especially gratifying. “It’s been rewarding to watch people take pride in sharing our history, supporting local businesses, and welcoming visitors to the area.”

Looking back on her years of service, Combs reflected on the lessons she has learned. “Serving on the byway council has reinforced my passion for preserving our cultural and natural resources.”

She believes that bringing together businesses, historic sites, and local attractions has strengthened tourism throughout the region. She also pointed to destinations such as the American Gothic House in Eldon and the growth of Mennonite and Amish businesses as examples of attractions that have flourished alongside the communities of the byway. “These places and cultures help showcase the unique history and character of southeast Iowa,” said Combs.

As she passes the torch to future leaders in tourism and economic development, Combs hopes they continue building upon the strong foundation that has been established. “Take advantage of the opportunities and build on the work that has already been done. Attend local events, explore the history of the area, and learn the stories behind its historic sites. The more you understand about historic preservation, the more you’ll appreciate how it helps protect our history, strengthen community pride, support local businesses, and attract visitors.”

Her years of service have helped create the framework for continued success throughout the Historic Hills Scenic Byway. The council, its partners, and its coordinator continue to build upon the vision she helped establish many years ago. Combs perhaps summarized that vision best herself. “Lasting success comes from dedicated people working together toward a common goal.”

She concluded with one final piece of advice for those who will continue to work in tourism: “Most of all, enjoy the opportunity to learn, make new friends beyond your own community, and help preserve this special part of southeast Iowa for future generations.”

The Historic Hills Scenic Byway Council extends its sincere gratitude to Judy Combs for her unwavering dedication, leadership, and vision.
