Oskaloosa Man Arrested in Hedrick After Traffic Stop Leads to Discovery of Methamphetamine

An Oskaloosa man faces multiple charges following a traffic stop in Hedrick on Sunday morning that led to the discovery of methamphetamine and revealed a series of additional violations.

Robert Fee, 57, of Oskaloosa, was charged with Possession of a Controlled Substance — Second Offense, an aggravated misdemeanor; Operating While Under the Influence — First Offense, a serious misdemeanor; Driving While License Denied or Revoked, a serious misdemeanor; Operate Without Interlock, a simple misdemeanor; Possession of Drug Paraphernalia, a simple misdemeanor; and two non-scheduled violations for driving while his license was suspended or revoked.

According to court documents, an Iowa State Trooper stopped Fee’s vehicle in a Hedrick parking lot at approximately 7:41 a.m. on April 19th for a registration sticker violation. A license check revealed that Fee’s license was revoked through May 23rd, 2026 for a prior OWI test refusal, that he was required to have an ignition interlock device installed in his vehicle but did not, that he was required to carry SR-22 insurance but did not, and that a valid warrant for his arrest was already on file.

Fee was arrested and his vehicle was towed. During a vehicle inventory, court documents state that a pipe containing methamphetamine was observed in plain view on the driver’s side floorboard. The trooper also noted several physical indicators of possible impairment during the stop, as he described Fee in the court documents with “blood-shot eyes, was very fidgety, was forgetful, and was very paranoid.”

Fee was transported to the Keokuk County Jail, where he was administered field sobriety tests. He failed the walk-and-turn and one-leg-stand tests at the jail. He passed a preliminary breath test, indicating no alcohol, leading the trooper to suspect impairment from drugs. Fee was asked to submit to a chemical urine test and refused, according to court records.

Court documents note that Fee is charged with second-offense possession because he was previously convicted of possession of a controlled substance on December 18th, 2018 in Hannibal, Missouri.

Fee is being held on a $2,000 cash or surety bond. A preliminary hearing is scheduled for April 29th.
