An Ottumwa woman is facing several charges following an investigation into an animal cruelty complaint earlier this year.
According to reports from the Ottumwa Police Department, officers were dispatched to the 700 block of Boone Avenue on February 14 at approximately 10:16 a.m. for a report of possible animal cruelty.
During the investigation, officers determined that Denisha Dean, 21, of Ottumwa, allegedly left her 7-month-old dog tied to a cable outside for approximately 13 hours without food, water, or shelter.
The criminal complaint states that officers checked on the dog twice during that time. After determining the animal’s safety was at risk, police seized the dog approximately six hours into the investigation. Authorities reported the dog had been left without proper care for an extended period, which violated city code.
Court filings state Dean later claimed ownership of the dog that was taken by police. Authorities noted the animal displayed the majority of the physical characteristics commonly associated with Staffordshire Bull Terrier, American Staffordshire Terrier, and American Pit Bull Terrier breeds. Under city code, those breeds are recognized as dangerous animals.
According to court documents, Dean also admitted the dog had not received a rabies vaccination as required by law. Officers further reported the dog was tied to a cable without swivels and in an unsafe manner that allowed it to become tangled around a post, restricting its movement.
Dean was arrested and transported to the Wapello County Jail. She was later released on a promise to appear without bail.
A pretrial conference in the case is scheduled for March 12.
Dean is charged with hitching animals (simple misdemeanor), cruelty to animals — first offense (simple misdemeanor), keeping of dangerous animals prohibited — first offense (simple misdemeanor), and failure to vaccinate a dog or cat for rabies — first offense (simple misdemeanor).
