Ottumwa Police Respond to Disturbing Case of Animal Neglect, Uncovering Severe Malnourishment and Health Risks

A recent case of animal neglect has drawn attention after local authorities discovered a severely malnourished dog in distress.

On February 2, around 5:00 PM, the Ottumwa Police Department received a call regarding animal neglect in the 900 block of Glenwood Avenue. Upon arrival, officers discovered a dog owned by Natalie and Philip Shrimplin, both residents of Ottumwa.

Officers observed the dog showing significant signs of malnourishment, with multiple bony features—including the vertebrae, front and rear hip joints, scapula, and ribs—clearly visible from a distance. According to the court filings, the officer assessed the dog’s body condition using the Purina Body Condition Scale, rating it a 1 out of 9, indicating severe neglect.

Bloodwork results revealed that the dog’s critical condition was due to malnourishment, which had adversely affected its heart muscles. Law enforcement confirmed that both Natalie and Philip Shrimplin failed to provide the dog with adequate food to meet its basic nutritional needs. Their actions resulted in internal injuries to the animal.

Both Shrimplins were arrested and taken to the Wapello County Jail, where they were later released on a $1,000 cash/surety bond each. Their initial appearance in court is scheduled for February 26. They are both charged with animal neglect, classified as a simple misdemeanor, without injury, serious injury, or death.
