Authorities report that an individual is facing a charge after allegedly violating a court-ordered no-contact order by repeatedly calling a protected party without a legitimate reason.
The Ottumwa Police Department investigated an alleged violation of a no-contact order that occurred between February 1 and February 9 in the 300 block of West Second Street.
According to court filings, Traci Herb-Dowell, 53, of Ottumwa, contacted the protected party numerous times by cell phone without a legitimate purpose. Documents state Herb-Dowell admitted she identified herself during many of the calls and could be heard screaming and yelling at the victim before hanging up.
Court records indicate a current no-contact order is in place prohibiting Herb-Dowell from calling the victim without a legitimate reason.
Herb-Dowell was arrested and is being held in the Wapello County Jail on a $300 bond. A preliminary hearing is scheduled for March 7. She is charged with violation of a no-contact/protective order, contempt, a simple misdemeanor.
