Iowa Flags Ordered to Half-Staff in Honor of Former Federal Judge

Governor Kim Reynolds has directed that all flags across Iowa be lowered to half-staff on Tuesday, February 3, 2026, in honor of the life and service of Robert W. Pratt, a longtime attorney and respected federal judge.

Judge Pratt, who died on Wednesday, January 28, 2026, at the age of 78, served on the U.S. District Court for the Southern District of Iowa from 1997 until his retirement in 2023. Throughout his career, he was widely recognized for his dedication to public service and the rule of law.

Under the governor’s order, flags will be flown at half-staff from sunrise to sunset at the State Capitol Building and throughout the Capitol Complex. The directive also applies to all public buildings, grounds, and facilities statewide.

The governor has additionally encouraged individuals, businesses, schools, municipalities, counties, and other government entities to observe the same half-staff tribute as a sign of respect and remembrance for Judge Pratt’s contributions to Iowa and the nation.
