Suspect Detained After Alleged Threats and Aggression Toward Protected Individual

An individual was arrested and charged with assault and harassment following an incident involving threats and physical aggression against a victim, despite existing protective orders.

On October 25, the Ottumwa Police Department responded to a report of harassment and assault in the 900 block of S. Madison Ave. Officers met with the victim, who reported an incident involving Lawrence Laumeyer, a resident of Ottumwa. The victim stated that Laumeyer grabbed her by the hair and attempted to seize her throat, resulting in scratches and visible blood on her neck.

During the encounter, court papers read, Laumeyer allegedly made threatening remarks, telling the victim that “she was going to die tonight.” Officers noted that he did not have the right or authority to make such statements. Laumeyer was arrested at the scene and subsequently charged with assault committed by a person against whom a protective order is issued (Class D Felony) and harassment in the first degree (Aggravated Misdemeanor).

Court records indicate that there were valid restraining orders in place, protecting the victim from Laumeyer, from October 2024 until August 2025. After his arrest, Laumeyer was taken to the Wapello County Jail, where he is currently being held. A bond of $2,000.00 was set by the court. Update: He has been released
