The Ottumwa Police Department says a man was arrested after having inappropriate contact with a minor.
30-year-old Jose Estruche Morales was charged with enticing a minor, a class D felony.
In October, court records say Estruche Morales asked the 15-year-old victim for a shirtless photo. Authorities say Estruche Morales kissed the minor on at least four occasions and told the victim he “wanted more” when referring to their physical contact.
Estruche Morales was transported to the Wapello County Jail. He is being held without a bond pending a hearing with a magistrate judge.
