OPD: Keosauqua Man Drives Intoxicated with Small Child


A Keosauqua man was allegedly driving while intoxicated with his child in his lap.

48-year-old Jeremy Handy was charged with Neglect of a Dependant Person, Driving While Barred, and 1st offense Operating While Intoxicated.

In the evening of June 3, Handy parked his vehicle in the Menards parking lot. Ottumwa police approached the vehicle and noticed a small child with no proper restraint in the front seat with Handy, there was no car seat in the vehicle.

Authorities say there was an open vodka container in the seat with him, his speech was slurred, his eyes were bloodshot and watery, and he had an alcoholic odor to his person. Handy consented to a sobriety test that indicated he was impaired, but he refused a preliminary breath test.

Court records say the driver is barred from driving until May of 2026.

Handy was taken into custody to the Wapello County Jail. There is a bond set at $10,000 and a preliminary hearing on June 14.
