An Ottumwa man is accused of threatening his neighbor and spitting on an officer after his arrest.
Scott Lipp, 57, has been charged with two counts of first-degree harassment and assault on a peace officer.
On September 2, court records say Lipp was punching the wall of a neighbor’s apartment on the 400 block of North Jefferson Street in Ottumwa. The victims went outside and were in the shared yard of the property. Lipp followed the victims and threatened to kill them while being armed with a knife.
Lipp was apprehended and allegedly made multiple death threats towards the arresting officer from the Ottumwa Police Department. As he was being transported to the jail, police say Lipp turned to the officer and spit in his face.
Lipp was taken to the Wapello County Jail. He was later freed after posting a $2,000 bond.
