Ottumwa Woman Charged With Neglect

An Ottumwa woman has been charged with neglect after allegedly driving under the influence with children inside the vehicle.

According to Jason Bell of the Ottumwa Police Department, on Monday, March 14, 2022, at around 7:41 p.m., members of OPD were dispatched to a residence on North Ward Street in Ottumwa on a report that a woman, identified as 34 year old Marissa Kay Frederick had driven a vehicle while intoxicated while her two minor children were inside of the vehicle.

Upon arrival, the press release states that officers knocked on the door numerous times to make contact with Frederick as she was
asleep inside of the residence. Frederick did not wake up. Officers observed Frederick’s two minor children (Ages 3 and 9) inside of the residence, one of whom was eventually able to wake Frederick and have her come to the door. Upon contact, Frederick was observed to have a strong odor of alcohol on her breath, extremely slurred speech, poor balance, and allegedly admitted to consuming alcoholic beverages. Frederick refused to submit to a preliminary breath test.

At around 8:25 pm, the report states that officers decided to arrest Frederick based upon her level of intoxication, and supposed inability to care for and protect the minor children. Both children were left in the care of family members. As a result of the incident
Frederick, was charged with Child Neglect or Abandonment of Dependent Person(Class “C” Felony). She was taken to the Wapello County Jail where she later bonded out.
