We’re reaching out today because an important decision is being considered that could significantly impact the future of downtown Ottumwa—and we need your help.

The City of Ottumwa is currently facing a $1 million general fund shortfall, and as part of that discussion, funding for Main Street Ottumwa has been proposed for elimination. While it’s reasonable to review all programs, cutting Main Street funding would have consequences far beyond the $70,000 investment.

Here’s why this matters:

• Main Street funding is just a small piece of the shortfall, but it supports essential services like maintaining over 160 downtown planters, watering and upkeep throughout the season, and regular litter cleanup.
• If this cost-share is eliminated, those responsibilities don’t disappear—they shift back to the City.
• This partnership is also required for our accreditation with Main Street Iowa, which unlocks critical resources and opportunities for our community.

That accreditation helps bring real, measurable impact to Ottumwa:

• Over $38.3 million in private investment downtown since 2006
• 93 new businesses and 316 jobs created
• Access to grants, design services, and redevelopment support for local properties
• Events and programming that bring thousands of people downtown each year

For every $1 invested in a Main Street program, communities see an average return of $21.73 in public and private investment . This is a program that doesn’t just maintain downtown—it drives growth, investment, and opportunity.

If this funding is cut, the direct costs of services like downtown maintenance will fall back onto the City, while our eligibility for transformative community grants will vanish. We need the City Council to hear from you today.
