A November 2016 shooting in Ottumwa turned into a homicide investigation after a 16-year-old boy died from his injuries on Christmas Day.
The incident happened November 29, 2016, and involved 16-year-old Christian Madueno and 18-year-old Venhure Yosef Tsegay.
According to reports, Madueno was shot in the face outside Tsegay’s residence in Ottumwa. Investigators initially arrested Tsegay and pursued attempted murder and robbery charges. Authorities also indicated that the alleged robbery occurred before the shooting.
The investigation expanded in December when police issued an arrest warrant for 21-year-old Calvin Luckett in connection with the case.
On December 25, 2016, Madueno died from his injuries. Two days later, prosecutors announced that Tsegay was facing a first-degree murder charge.
The case continued through the court system. According to Iowa Court of Appeals records, Tsegay later admitted to participating in a robbery involving Madueno. Court documents stated that marijuana and a cell phone were taken, and that Luckett was armed with a handgun during the incident.
Tsegay ultimately pleaded guilty to first-degree robbery, a Class B felony. Under the plea agreement, prosecutors dismissed the other pending charges, including first-degree murder.
He was sentenced to up to 25 years in prison, with a mandatory minimum requiring him to serve 70 percent of the sentence before becoming eligible for release under the applicable law.
In January 2020, the Iowa Court of Appeals upheld his conviction and sentence. The case returned to the appeals court in 2025 after Tsegay challenged the denial of his request for postconviction relief. The appellate court affirmed that decision on May 7, 2025.
Although the case initially resulted in a first-degree murder charge following Madueno’s death, Tsegay’s final conviction was for first-degree robbery, not murder.
The shooting remains a tragic chapter in Ottumwa’s criminal history, involving the death of a teenager just days before the end of 2016.
