The meeting began with the Consent Agenda, Parts One and Two.
Under Part One of the consent agenda, the Sewer Department requested approval for the budgeted replacement of a dump box and frame on a non-replacement truck. City staff reported that the existing equipment has deteriorated beyond repair.
The replacement is scheduled for the 2026-2027 budget year. The total cost is $18,801, which is below the city’s $20,000 budgeted amount.
Planning and Developement Jake Rusch presented a resolution to Council on the 2027 Capital Improvement Plan budgeted $32,000to replace a vehicle. A 2010 Ford Fusion which has exceeded it’s useful life with a mid- size 4WD or AWD SUV. The Fleet committee approved the bid specifications at the May 20, 2026 meeting. The City accepted bids until 4:00 pm August 10, 2026. The best bid was from McGrath Fleet and Commercial for a CHevrolet Equinox for $29,415.
Both purchase requests came in under the city’s budgeted amounts.
Both was approved by Council.
Ordinances
The council then moved on to ordinances.
Engineering Department representative Phillip Burgmeier presented the third and final approval for additional stop signs at the intersection of Ferry and Finley Streets.
Council approved the third and final consideration.
Resolutions
The meeting concluded with resolutions.
Administration Department representative Barbara Codjoe presented a resolution concerning changes to the city’s Disciplinary Practices and Procedures Policy.
The proposed changes would separate the disciplinary policy from existing procedures and establish it as a stand-alone policy. The policy would apply to all city employees, including elected officials.
Ottumwa Radio will provide a report on this resolutions after reviewing all information provided.
Council did approve to pass this ordinance with the agreement new changes to the documents be provided by the end of this week for review.
