Ottumwa Man Charged Following Domestic Disturbance

A 22-year-old Ottumwa man is facing misdemeanor charges after police say he was the primary aggressor in a domestic altercation and was later found intoxicated in a nearby alley.

On June 5 at approximately 12:04 a.m., the Ottumwa Police Department responded to a disturbance in the 700 block of Elma Street.

According to a criminal complaint, 22-year-old Jessi Martinez of Ottumwa and the victim, who resides at the same address, were involved in a physical altercation.

Court documents state that Martinez, whom officers determined to be the primary aggressor, allegedly grabbed the victim by the hair and moved her. The victim reportedly defended herself, resulting in injuries.

Authorities located Martinez in a public alley holding an open beer and carrying a bag containing unopened beer.

Officers observed that Martinez had red, bloodshot, watery eyes and displayed an irritable demeanor. Martinez consented to a preliminary breath test (PBT), which registered a blood alcohol concentration of 0.118%. He later consented to a Datamaster test, which showed a blood alcohol concentration of 0.151%.

During a search incident to arrest, officers reported finding marijuana in Martinez’s possession.

Martinez was transported to the Wapello County Jail and was later released after posting a $1,000 cash/surety bond.

A preliminary hearing is scheduled for June 25.

Martinez is charged with domestic abuse assault, a simple misdemeanor, and public intoxication, a simple misdemeanor.
