Sigourney Woman Charged After Dog Incident at Ottumwa Park

On May 18 at approximately 9:38 a.m., the Ottumwa Police Department responded to 1 Joe Lord Memorial Drive in Ottumwa for a report involving the restraint of an animal.

According to a criminal complaint, 23-year-old Culsiana Comstock of Sigourney was walking her dog on a leash in a public park when the dog broke free and ran toward another person. Court documents state the dog knocked the individual to the ground, causing injuries.

Authorities said Comstock failed to keep the dog restrained or under control, which was a violation of city code.

Comstock was transported to the Wapello County Jail and was later released on a citation. She is charged with restraint of animals — first offense, a simple misdemeanor.
