Ottumwa Police Investigate Incident Involving Public Intoxication and Disorderly Conduct After Physical Fight Prompts Police Response in Local Neighborhood

The Ottumwa Police Department responded to a reported disturbance that involved a physical altercation and public intoxication, resulting in an arrest and pending court proceedings.

On February 28, the Ottumwa Police Department was dispatched to the 1800 block of Albia Road in response to a report of disorderly conduct. Upon arrival, officers observed Jason McSparen, 48, of Ottumwa, exhibiting signs of alcohol impairment. McSparen’s breath had a noticeable odor of alcohol, and his eyes were bloodshot and watery.

According to the criminal complaint, McSparen consented to a Datamaster test, which registered a blood alcohol content (BAC) of .150. Court filings indicate that McSparen engaged in a physical altercation, striking another individual in the face, which subsequently provoked a violent reaction.

Mcsparen was arrested and initially held at the Wapello County Jail. He was later released on his own recognizance. A preliminary hearing is scheduled for April 23.

Mcsparen faces charges of disorderly conduct (simple misdemeanor) and public intoxication (simple misdemeanor).
