A local police department responded to a disturbance at a convenience store, resulting in an arrest.

On February 13 at approximately 12:44 a.m., the Ottumwa Police Department was dispatched to a convenience store on Church Street in response to a disturbance.

Upon arrival, officers arrested Jessica Snow, 31, of Ottumwa. According to the criminal complaint, Snow was informed by a fully uniformed officer that she was under arrest. Court documents indicate that Snow backed away from officers and had to be taken to the ground. She stiffened her arms, preventing officers from placing her in handcuffs, and refused to roll over as instructed.

Law enforcement records state that Snow’s actions interfered with officers performing a lawful duty. She was transported to the Wapello County Jail and later released.

Snow has been charged with interference with official acts, a simple misdemeanor. As of this report, no bond or preliminary hearing has been set.
