The Oskaloosa Police Department investigated a report of alleged grooming involving a minor that was reported to have occurred between December 15 and December 31 in Oskaloosa, according to court records.
A criminal complaint alleges that Scott McSparen, 43, engaged in inappropriate conduct toward the minor and attempted to normalize the behavior. Investigators also claim he provided the minor with items and materials considered inappropriate.
Records state the alleged incidents took place between December 25 and December 31. Authorities issued a warrant for McSparen’s arrest on February 10.
McSparen is currently being held in the Mahaska County Jail on a Class D felony grooming charge in Mahaska County. A no-contact order was issued February 17, and a preliminary hearing is scheduled for February 25.
